Strong Communities Rent Supplement Program

The City administers a provincial program that provides rent supplements to private landlords who house low income households, entitled the “Strong Communities Rent Supplement Program”. This program is a relatively cost-effective way of making housing affordable.

Responsibility for delivery and administration of the provincial Rent Supplement Program was transferred to the City through the Social Housing Reform Act (SHRA). The Government of Ontario has committed to fund the program until March 31, 2023. For more information read their Strong Communities ? Rent Supplement Guide.

The City’s role:

The Housing Branch is also responsible for:

Tenant selection

Administration, e.g., subsidy management; unit inspections

Collaboration with landlords to determine the level of market rents

Accumulation of landlord statements for payment and/or reconciliation to landlords

Actively seeking new landlords to participate, by consulting with perspective landlords and assessing potential properties

Initiating partnerships with locally-based social service agencies in order to provide supportive housing to tenants in need

How the Program is Delivered:

As per the specification of the Strong Communities Rent Supplement Program, the private landlord enters into an agreement with the City for a specified number of units in their building. The landlord receives the full market rent by first collecting an affordable rent from the tenant household and secondly receiving the difference from the City via the Strong Communities Rent Supplement Program. The tenant household signs a lease with the landlord and as such, is subsequently governed by the Tenant Protection Act.

Tenant Selection:

Tenant households participating in the Strong Communities Rent Supplement Program are chose from the City centralized social housing waiting list. Tenant households pay their portion of the rent to the landlord. The rent required of each tenant household is based on 30 percent of their total gross income. If the tenant household receives government assistance, such as Ontario Works or the Ontario Disability Support Program, the amount of rent is determined from a scale created by the provincial government. Next, the City supplements the tenant households’ rent by paying an additional sum of money directly to the landlord, which results in the landlord receiving a market level of rent for their unit(s).
